Misdeclaration to Avoid Export Restrictions
Exports of certain commodities are restricted, under the Foreign Trade Policy. There could be a requirement of an export license. At times, export is canalised only through certain
nominated agencies. There have been instances, wherein the item description has been mis-declared to circumvent the restrictions imposed.
Chrome Ore Concentrate
For instance, a case of export fraud was detected by DRI wherein “Chrome Ore Concentrate” was mis- declared as “Refractory Mortar”, with an intent to circumvent the export license requirement. In another case, DRI detected mis-declaration of “Natural Garnets” as “Crushed Stone and Abrasives”, in order to contravene export restrictions. Multiple live consignments of natural garnets, weighing approximately 1200 MT, were seized.
