Strategic Trade Control Enforcement
Strategic trade control enforcement aims to prevent the illegal transfer or misuse
of sensitive goods and technologies that could contribute to weapons of mass
destruction (WMD) or advanced military programs. It regulates dual-use items,
controlled chemicals, electronics, and nuclear materials in line with international
non-proliferation regimes, UN Sanctions, and national laws such as the Weapons
of Mass Destruction and their Delivery Systems (Prohibition of Unlawful Activi-
ties) Act, 2005. As a responsible global actor and member of the Wassenaar
Arrangement, Missile Technology Control Regime (MTCR), and the Australia
Group, India upholds its commitment to curb proliferation through the SCOMET
(Special Chemicals, Organisms, Materials, Equipment, and Technologies) frame-
work governing export of controlled and dual-use goods under the Foreign Trade
Policy. Within this framework, the DRI plays a pivotal enforcement role, ensuring
India’s trade channels are not exploited for proliferation and that its global securi-
ty obligations are upheld.
Case 1: DRI seizes dual-use chemical
In July 2024, DRI intercepted a consign-
ment containing 2,560 kg of o-Chloro-
benzylidene malononitrile (CS), a riot
control agent classified as a dual-use item
under Category 6A007 of the SCOMET
list. Owing to its sensitive nature and
potential for misuse, the consignment
