                                            MESSAGE


            I am delighted to note that the Directorate of Revenue Intelligence (DRI) shall be celebrating its
              th
            68  Foundation Day on 4 December 2025 and shall be releasing the “Smuggling in India Report,
            2024-25”, on this occasion. I extend my heartfelt felicitations to the entire DRI fraternity on this
            occasion.
            In the nearly seven decades of its functioning, DRI has firmly established itself as one of the
            premier intelligence agencies in India, that has not just left an indelible impression in law enforce-
            ment efforts in the area of Customs violations and commercial frauds, but has also established
            itself as a leading player in addressing other criminal activity, notably anti-drug trafficking efforts.
            In the year 2025 the major seizures of DRI include as many, if not more cases of narcotic drugs,
            psychotropic substances, precursor chemicals and new psychoactive substances (NPS), as of
            Customs related violations. Its intelligence driven initiatives targeting specific  modi operandi,
            such as the Operation Rainbow conducted this year, have yielded unique successes for the
            country’s anti-drug trafficking efforts.

            As illicit drug manufacture becomes more complex with traffickers relying increasingly on use of
            synthetic drugs and NPS on the one hand, and that of non-scheduled chemicals and designer
            precursors to manufacture the same on the other, DRI finds itself in the vantage position of
            having access to the nation wide data on international trade of chemicals and end products, as
            well as intelligence of trafficking and clandestine drug manufacture in the country, which is
            evidenced by the multiple cross border drugs and precursor seizures as well as clandestine drug
            laboratories dismantled by the agency this year.

            INCB is proud to have partnered with the DRI in its long journey, with the agency having partici-
            pated in the Board’s operational initiatives to prevent diversion and trafficking of precursors
            chemicals, NPS, synthetic opioids and other dangerous substances. This year, the association
            of the Board with the agency reached a new level with a dedicated training of DRI officials on the
            use of the Board’s intelligence sharing platforms such as PICS and IONICS, and interdictions
            effected on the basis of intelligence emerging from such platforms.

            INCB looks forward to continuing this partnership, in our common quest of preventing the diver-
            sion of controlled substances, while ensuring their availability for licit purposes.
